Linda,
Borders and other "objects" are considered a single piece rather than a collection of stitches. Therefore, you can move a border as one piece without having to select it in pieces. Normal stitches have to be marked and selected to move and then you are restricted to rectangular (or square) sections. That is impossible for a border as you would alwasys be selecting the interior also.
The way to make a border other than an object is to blend it into the background. Then it simply becomes a series of stitches rather than a simple object. Stitches underneath the border stitches are then removed.
