Does PCStitch Pro (9) not work in Windows 8.1?

I get the initial splash screen and it just hangs there. I've tried starting it Windows 7 compatibility mode and it still will not run.

In the Task Manager, it shows as not responding and expanding the app listing shows "frmFindMe" as not responding.
