Is there a way that I can add the color palettes for Red Heart Yarn to my PC Stitch?

With PCStitch 10, there is as Floss Editor. It's designed for floss but it is actually for any fabric "thread" of any color. You just design your own colors.

Note -- myriaCross has products that may have that mapping for you (it's not free) or a conversion to such as DMC that might aid you in making your own. I suggest you check into that.
