If I have a picture width of 1600 and I want to make a 10x10 picture, would I be better to resize my picture to 180 pixels...or leave it at 1600..

You would be better to resize it to 180 pixels. The conversion works best if it can do one pixel = 1 stitch. Depending on how busy the image is, you would also be wise to keep the total number of colors down and allow minimal colors for the background.
