Can PDF files be opened or imported into PCS 9 if so how?

The simple answer is - no.

PDFs of patterns are simple graphic representations rather than coded representations. The coded forms used by PCStitch are then converted to the conventional graphs by interpreting the formatting of the file. A graphic file such as a PDF of a pattern has no way to determine anything but bits and pixels. The text and grid are indistinguishable from the actual pattern.
