I like to design Christmas Stockings. I have an outline of the size of stockings I use. How can I put the outline on the project, so I won't move parts of the stocking outline when I move items on the design.

OK, I think I see what's happening. I was playing with what your were describing. I had an outlined area (5 sided) that I made into an object and then made a few random stitches.
I then put the cursor in selection mode. That's when I can see what you are describing. The key is the mouse. If, from within selection mode, the mouse is INSIDE the border of the "object", the cursor will be 4 arrows. If the mouse is outside the box, the mouse cursor is a large "+" sign. If the latter, you can drag with no problems, if the former, only the "object" moves.
The one thing I tries is dependent on what stitches you use. If your border is a series of backstitches and your design uses no backstitches, you don't need the object (you can merge it into the background). As long as your selected area does not contain any FULL backstitch, it won't select it!
Make your border with as LOOOONG a backstitch as you can. Start at the top with a backstitch the full width of the stocking. The sides as long as you can make them and so forth. So long as you never select a backstitch that is the full length of that stitch, it won't move!

Overlay is what I used. It will only import .jpg files

There is a feature that I have not tried called "Underlay". You can place an image BELOW the actual stitches and use it as a basis. I don't know how to use it but it is in the online manual and the included PDF manual.

Thank you for your time. That would work if what I want to move is on the edge of the outline. I was hoping there was a way to just see the stocking outline and not interact with it. I made a .jpg with screen shot, then imported the .jpg. This gave me a blurry outline, but I can move things around without moving any of the outline. If you find a better way, please let me know.

Try starting the selection box from within the stocking and flow out from there. If you overlap the stocking border at that point, it should not select the stocking. I tested the idea myself last night. I don't normally need objects but I was trying to replicate your situation.

I made the stocking outline into an object. Then I put is some stitches, when I tried to select the stitches, it selected the stocking outline as a whole and not the stitches.

Try this. Make the outline of your stocking an "object". Just make the outline without anything else and then select it and make it an object. Then, when you add the stitches within the stocking, it's separate from the outline. You can move all you want and unless you select ALL the outline, it won't move.
To create an object, make your outline as a series of backstitches (for your described situation). Then, change the option to the selection tool and mark the entire border. Then right-click the border and select to make it an object. You can do the reverse by merging the "object" into the background and then it's just a mass of stitches.
