Is there a way to use the symbols assigned in PC Stitch 9 Pro as the standard symbols used in PC Stitch 11? I have found that for most patterns I create initially in version 11 there are multiple symbols that are very similar that may end up next to each other on the chart and can be very confusing. I don't have that problem using version 9 Pro. Right now I've been starting the pattern in version 9 and then importing it to version 11 to finish the tweaking process. That way the symbols from 9 are used.

What you can do is create your own palette using the colors/symbols you use most often and set that as the default. That should prevent the software from creating it's own symbols. Earlier versions of PCStitch did not create symbols, you had to do that yourself. The current method at least gives you a starting point.
