What do you mean "Personal Library"? When you install PCStitch 11, it puts samples in C:\Users\<username>\Documents\PCStitch Patterns. Is that what you want?

You don't have to put your patterns there. You can put them anywhere you want and it remembers where you last pointed to a file.

If you want it to automatically have available all your patterns, it doesn't work that way - you have to tell it where to look, other than that initial default location.
